How to convert MP3 to OGG

When Ogg Vorbis makes sense

Ogg Vorbis is a useful target when a project or application explicitly supports Ogg audio, including some games, media tools and open-format workflows. The conversion changes the delivery format; it is not a quality upgrade for the MP3 source.

If you still have a WAV or other lossless master, encode that master directly to Ogg Vorbis instead of converting an already-lossy MP3 whenever practical.
